Position: Director of Finance Classification:Full time, Permanent Salary:$120,000 to $140,000 Location:Williams Lake, BC Deadline:Until Filled The Tŝilhqot’in National Government’s mission is to empower Tŝilhqot’in peoples to exercise, effectively and appropriately, their right of self-determination in their traditional territories in ways which reflect Tŝilhqot’in philosophy, values, experience and culture. The Tŝilhqot’in National Government (TNG) is an association of autonomous member bands. All member bands retain their individuality and freedom of action when joining the TNG. The primary purposes of the TNG are to: 1. Encourage, facilitate and work towards improving the unity and cooperation amongst member bands and between itself and other First Nation governments; 2. Promote and facilitate the social and economic well-being of the Tŝilhqot’in peoples and to do all such legal acts as are considered advisable to encourage the heritage, culture and education of the Tŝilhqot’in peoples; 3. Assist and/or support member bands, collectively and separately, to achieve their goals in all areas including but not necessarily limited to: self-government, aboriginal rights, land claims and economic, social, cultural, educational development and environmental protection; 4. Assist and act on behalf of member bands at the request of and under the direction of member bands; 5. Protect and preserve the Tŝilhqot’in cultural traditions, land and resources, respecting each community's process. TNG will endeavor to accomplish its purpose by providing the highest quality community programs and community services, as well as strong effective leadership, thus providing support and guidance to Tŝilhqot’in communities. Purpose TheDirector of Financeis responsible for the successful leadership and general management of the TNG Finance directorate. TheDirector of Financewill lead the following departments: • Economic Development • Finance & Payroll • Grant Writing • Radio TheDirector of Financewill set goals for their line reports that are aligned to the organizations objectives and ensure that appropriate monitoring processes are implemented. TheDirector of Financeis a senior management position within TNG and is expected to be a positive role model within the organization. They will also have oversight of all budgets managed by their team members, ensuring financial objectives are met. Working closely with the Nits’il?in-Qi (Council of Chiefs), the Executive Director and the Senior Advisor to the Nits’il?in-Qi,the Director of Financewill focus on ensuring the efficient operation of TNG Support Services. Key Responsibilities Leadership and Operations * Oversee all operations and programs within the Finance directorate, including Economic Development, Finance & Payroll, Grant Writing, & Radio * Lead the Finance Department in operationalizing and implementing the strategic directions set by the Nits’il?in-Qi * Ensure that operations meet municipal, provincial and federal legislation as applicable * Ensures staff have the tools, training and resources to accomplish their work * Provide guidance and mentoring to employees and works to resolve any interpersonal issues between staff or with community membersFinancial Responsibilities * Lead the organization’s budget, financial reporting, variance and forecasting processes * Supervise negotiation-related bookkeeping and journal entries * Provide relevant, reliable, timely and accurate financial information * Perform monthly balance sheet, income statement and changes in financial position/budget variance analysis for the management team and other stakeholders to manage program budgets and deliver key insights and analytics * Monitor financial performance and portfolios via quarterly collection, validation, and monitoring of key operational, liquidity, investment return, valuation, and financial covenant metrics * Oversee the development of finance and business presentations as well as related supporting materials * Advise Leadership and Management of financial position and issues * Guide cost analysis process by establishing and enforcing policies and procedures * Provide financial and analytical support for the compensation accounting and forecasting processes * Maintain controls to assure the integrity of assets * Provide initial business analytics for planned investments * Develop and track key performance metrics against the company’s strategic objectives * Assist Leadership and management with compliance with and reporting to multiple funding agencies and grant authorities * Provide oversight and ultimate responsibility of the Finance directorate’s finances, including budget preparation, overall financial and cost controls, financial management and accountability. Ensures financial risks are mitigated * Ensure that all reporting requirement are met for external funders * Nits’il?in-Qi (Chief and Council) * Support the Nits’il?in-Qi in the development of TNG’s strategic plan and goals * Respond to the Nits’il?in-Qi requests for information * Attend and provides advice and input at the Nits’il?in-Qi’s meetings * Provide reports and recommendations for change or improvements to programs and services being delivered by the Operations DepartmentCommunity Relations * Build and maintain positive relationships all Tŝilhqot’in Communities * Ensure effective community engagement and communicationExternal Relations * Review and pursue funding streams * Manage strategies and processes for navigating and evaluating major projects that impact TNG * Develop and maintain relationships with Federal, Provincial, and Municipal governments, and other agencies and organizations in the best interest TNG and the Tŝilhqot’in Nation * Represent TNG at various meetings and other functionsRequirements * Bachelor’s degree in finance or accounting required; master’s degree preferred * CPA certification required * CFA certification would be considered an asset * Minimum of five years of experience in financial management, planning, and analysis * Solid understanding of accounting and financial principles * Advanced proficiency in Excel and PowerPoint * Superior analytical and risk assessment skills * Strong written and oral communications skills, business partnering, and interpersonal skills * Organized, flexible and easily-adaptable to changing conditions * Strong project management skills and ability to multi-task and manage simultaneous priorities * Extensive knowledge of the process and business systems improvements and implementation * Demonstrated capability to develop strong cross-functional relationships * Minimum 2 years’ experience working with First Nations organizations or Tribal Councils * Excellent written and spoken communication skills * Outstanding interpersonal relationship building and employee development skills * Management experience in a team-oriented workplace required * Demonstrated ability to lead and develop a department and department staff members * Excellent organizational management skillsSpecial Requirements * Incumbent must have a drivers’ license in order to visit Tŝilhqot’in communities if required. * Ensure the adequate protection and confidentiality of highly sensitive data/information. * Successful completion of a Criminal Records Check.Working Conditions * Travel will be required. * Ability to attend and conduct presentations. * Manual dexterity required to use desktop computer and peripherals. * Overtime as required. * Lifting or moving up to 25lbs may be required.Please send a cover letter, resume and 3 references to: Jenai Nolin Human Resources Generalist & Recruitment Tŝilhqot’in National Government 1729 South Lakeside Drive Williams Lake, BC V2G 3A9 Email: jenainolin@tsilhqotin.ca Preference will be given to those of Aboriginal Ancestry - per Section 16(1) of the Canadian Human Rights Act.
